Paraguay has an official Foreign Investor Certificate (CIE) procedure via MIC/SUACE. Investing does not mean automatic residency.
Detected current framework: MIC Resolution No. 283/2026. Resolution 1052/2025 is kept only as history — not as the current rule. Amounts and requirement detail: DOC-by-DOC verification pending.

Certain official procedures require structured project information. Depending on the regime, this may include activity, investment, use of funds, timeline, company structure, employment and economic/financial support.

Regimes and incentives
Certain projects may fall under specific regimes or incentives. Applicability must be analysed case by case. The current framework for national and foreign investment tax incentives is Law No. 7548/2025 (regulated by Decree No. 5432/2026). Not every project receives the same benefits.
Maquila regime
For certain projects aimed at international markets, Paraguay has a specific maquila regime. Applicability depends on the structure and features of the operation. We can analyse the project and coordinate the necessary areas when this regime may be relevant.

- Can a foreigner invest in Paraguay?
- Yes. Different forms and regimes exist. The concrete path depends on the project and current rules.
- Do I need to live in Paraguay?
- It depends on the project and how the operation is structured. We can analyse it for your case — there is no single answer.
- Do I need to create a company?
- It depends on the investment type and regime. If the project requires it, we can coordinate that stage. See Open a company.
- Is there residency for investors?
- Residency paths related to investment may exist (e.g. via SUACE / Migraciones). It is not the same as the investment procedure and there is no automatic approval for investing.
- What is the Foreign Investor Certificate?
- It is an official MIC procedure through SUACE. The detected applicable rules were updated in 2026 (Res. 283/2026). Requirement detail is confirmed case by case against official sources.
- What is the Investor Pass?
- It is a label linked to the foreign-investor path. The exact relationship with the CIE is confirmed case by case against MIC/DNM sources — we do not treat it as a separate automatic product.
- Can I prepare the project from my country?
- Yes. We can start with analysis and document organisation remotely. Some steps may require presence or representation in Paraguay.
- What is the Maquila regime?
- It is a regime for certain production and service operations aimed at external markets. Registered framework: Law 7.547/2025 and Decree 5714/2026. Detail is verified case by case.
- Are there tax incentives for investments?
- Paraguay has a current investment tax-incentive regime (Law 7548/2025). Applicability depends on the project. Not every project qualifies or receives the same benefits.
- Can I invest in real estate?
- Yes — it is a possible project form. We inform and coordinate documentary and legal aspects with licensed professionals.
- Does Paraguay OS manage investments?
- Paraguay OS coordinates analysis, documentation and professionals for your investment project, so you can move forward clearly at each stage.
